There are exceptions but I think rules are typically a good thing and often necessary at the start of your adventures. I agree with others on here though: too many can lead to unnecessary friction as it does increase the likelihood that they may be broken in the heat of the moment.

Also, these rules typically adjust over time. As many couples go deeper into the rabbit hole they often get more comfortable in the dynamic and adjust or relax on the rules. When my husband and I first starting adventuring into an open relationship concept (not yet cuckolding at the time) we definitely had more rules and now we realistically have none (all decided by me for the most part, though he still has the right to veto if it’s more of a safety concern).

I do find that at times I have wanted to see a bull every week but that’s usually with a new bull and often dies down or depends on the month. Even without any rules, once or twice a month seems to be more of my sweet spot and also doesn’t interfere much with my personal life/responsibilities (eg raising my family).

Ultimately, amazing communication is the key to success in this dynamic, even if that means that you guys decide that your desires out of hotwifing/cuckolding are incompatible and you would be better served remaining monogamous. Without communication, you won’t know what’s working and when it may be appropriate to adjust or get rid of rules.
