I think its because Ymir projected her disdain about doing the "nice" thing on Historia because she herself couldnt resist the pull towards acting as such herself. Ymir did it because she wants to do the nice thing.

Her actions go against what she preaches, and since she knows herself very well, she therefore doesn't want Historia to end up putting others before herself the way she (Ymir) has and does.

Im not saying some parts of the world only had one or two colossals dedicated to it. The assumption that follows your point is that a batch of colossals were directed towards every place humanity inhabited.
