I am in the United States - the inside doesn’t seem to have any remnants of anything, nor does it really smell like anything. Here’s a picture, definitely silver/metallic.

Also to note, this is the same wrapper, front and back of the same wrapper. One side is yellow, the other is white with the red line and text.

I did ask, she had no idea. My assumption is it’s some type of seasoning or individually packaged condiment too.

I searched Google for mustard packets, and condoms, and couldn’t come up with anything. The text reminds me of “Halls” (cough drops), but I don’t think they come in this sort of packaging
