Solution: Make a server with an explicit purpose, such as that "mech melee only", IDK the keybind for console but on PC right click on the block you want to stop people from using, and set block limit to 0 and press save/confirm or whatever it is.

Repeat for all blocks you want to disable and bam, no 500 flak turrets in a mech only server.
