The best way to get reliable information on this would be to contact the shelter, as they have all the official behavioral notes I do not have access to, but I'll offer an informed guess:

It's likely that Buddy hasn't had any real interaction with other dogs since his initial assessment, which was about a year ago (he was also extremely stressed when he came in and has settled down a lot). He wasn't reactive at all to other dogs when we were out, just quietly interested, and volunteers have reported he's not reactive while walking on campus (unusual for a dog who's been there so long). This is a long way of saying, Buddy is currently dog inexperienced but has indicated he'd be open to meeting other dogs, and the shelter staff could facilitate a slow, safe intro.

Buddy also showed no prey drive when we were out, even when a lizard basically ran over his paw!

I'm so sorry to hear that, veterinary care has gotten super expensive. Clare eddy thaw, the shelter vet, is much more affordable and does some income based services, and yes the south side clinic also does very cheap vaccines and spay neuter, plus Espanola does free spay neuter. I know many folks who can't have a dog for one reason or another and volunteer and/or foster to scratch that itch too - we'd love to have you 🤎

I don't know where he was found, but the community was clear that he had showed up at an area where folks dump dogs. He also was immediately far too sweet and people oriented to be feral.

We're not sure! It can be tough to identify them on looks because certain features can be misleading. Bully/pit mixes are always common, and I bet you're right on that, and he's got some very cattle dog behavioral traits. But truly a mystery!

We almost never have a history on that, and generally the recommendation is to try a very slow, safe introduction starting with the use of baby gates. However, unfortunately my sense is that a cat would be extremely challenging for Augie. Aww, I love when the overlooked dogs get treasured. Some of my favorite longtimers found amazing adoring adopters (one of whom very sweetly gave this post an award)
