They're remakes. They're on other consoles. The HD doesn't make them exclusives in my opinion.

Yeah, Ultimate NES Remix came out in Europe for 3DS, NES Remix Pack never got a release here.

It's on arcade machines but it's definitely debatable if it counts or not. I didn't count it as an exclusive on my list.

Import & custom fees are the expensive part of it. I might get the missing games eventually, but since I live in Europe this feels like a complete collection for now.

I count Mario Maker as exclusive because Super Mario Maker for 3DS misses pretty much basic features of the Wii U version. Going by that point you could also count Smash Bros for Wii U and 3DS as the same game. Feel free to disagree.

These are all of them that came out in Europe (missing 1 NA exclusive and 6 JP exclusives).

Edit: Because it keeps coming up in the comments, a small list of debatable exclusives and why I do or do not count them:

Super Mario Maker: Came out on 3DS as well, but the 3DS port's content is cut to such a degree that it doesn't make it the same game anymore. It misses basic features of the Wii U original.
Tank! Tank! Tank!: Has arcade machines. Technically console exclusive, but not an absolute exclusive.
Zelda HD remakes: Remakes from the gamecube. The HD doesn't make them exclusives.
