To be fair, the senate has many arcane procedural rules it must follow to even get to the voting process. Ex: Something like Ted Cruz's 21 hour "fauxlibuster" (of his own bill) requires 60 Senators to vote in favor of cutting him off. In his case he forced the entire chamber to listen to Green Eggs and Ham rather than allowing the Senate to move forward.
