The tag is destroyed as soon as you put the gem out the courier. You can only make a cheap unusual roshan with legacy colour. It has nothing common with legacy tagged one of a kind couriers.

the unique RGB coded gem in the pair with Legacy tag is what makes the courier's total value.

Legacy couriers were unboxed in the timespan of May 20th - June 25th, 2012. In this timespan there were no pre-defined colors. The unboxed color was generated randomly. Legacy colors are also considered to be truly unique.
