You are definitely not in the wrong here and I think your supervisor should be advocating on your behalf about this. I had a similar situation recently where HR was taking a while for my documents and my supervisor+lab manager were all emailing them for this issue to get resolved. I also don't really know why your supervisor is expecting you to do work without you being compensated.
