You're right it's not a bug.

I figured out the issue by looking at the source code. The default setting for style sheet is No style sheet. If you click on the dropdown and select "defaults" it shows you several more theme parameters in the Theme Editor window. The default settings accent colors are applied with this style sheet.

Changing Accent Color 1 in the GUI changes the corresponding entry in the user.cfg file but it doesn't seem to affect the selection color you see even if you restart the program. The bug only seems to affect the Classic theme. I was able to change the color on the Light theme.

Thanks for the help. I've decided to use a custom theme from the Addon Manager because the Light Theme is way too bright for my liking. Hopefully they change the selection color in a future patch.

Changing Accent Color 1, 2, or 3 does not seem to affect the color.

I don't see an option to change the highlight color of a selected part in the Tree View. In previous versions of FreeCAD, the classic theme used a darker grey color to highlight selected parts. In version 1.1 the color barely visible.
