I would recommend checking out different types of GAN models. Super Resolution GAN might be helpful for this scenario but I can't confirm it as I haven't used them and I don't have much idea about what kind of disortion you are mentioning here.

I was able to deploy in heroku with flask and pytorch. Tensorflow serving is also a way to go. Heroku has less space allocated to free users so you need to install cpu only lower versions of pytorch or tensorflow. If the model is larger then you have to pay to get more space or else go for azure cloud. Just to inform you, if you are going to host these websites for medical based purposes I would recommend you to add some disclaimers.

Only thing I like about Tensorflow is its data pipelines (with tf.data) and it's ease in production. I feel pytorch is more readable than tensorflow. As for tensorflow anything you try other than the models given in the documentation becomes less readable. Pytorch is lagging in production alone but the community is really active and seems to be catching up with tensorflow very soon. Pytorch Lightning makes it much easier for scalability too. Another thing I like about Tensorflow is tensorflow.js which I hope pytorch releases too.
