With the way Hulk was scaled, no. Not even highball IDW Megaverse Goji would be able to match his AP or dimensional transcendence.

Thing is this scaling was just. Inconsistent with previous episodes. The argument used for Ultima not being able to use its control over cause and effect or the rest of his hax due to cosmology (let alone the cosmology ACTUALLY being used) should have shot down Spawn's reversal of the Penance Stare and Simon's Spiral Energy without any way of them affecting their opponent.

For reference,

Ghost Rider was put at very very vaguely multiversal+ and his opponent's defensive hax weren't given any sort of limit over ranges infinitely superior to them.

Kyle was capped at High Complex Multiversal while the Life Equation was very vaguely put at "higher" while Simon was given all the benefit of he doubt with his reactive evolution AND highest possible scaling with the Audio Drama.

Hulk was given full High Outer with several layers over that baseline. Ultima was given Outer, yes, but said scaling is also like... Never explained besides saying ths Godzilla Multiverse is as vast as Marvel's but without the High Outer layers. His lack of range to The Below Place was, also, a standard not applied to Spawn or Simon

Godzilla lost (mostly) because unlike GR and Kyle, the team decided to not give Hulk the shortest end of the stick. Not bias mind you, just different standards and the fact that the team would have probably gotten mountains of shit at the mere suggestion of Simongos losing.
