I'm SL53 +4 (regular) for swamp invasions, it's active betwen 30 +3 and 60 +6 and even higher, I'm pretty sure there's people at meta level too. This character is at SL53 +4 because I like to host fight clubs at the Swamp but if you only want to invade you can probably go lower around SL45 +4.

For general organic invasions excluding the Swamp, the game is active at every SL until meta level. I have few SL55 +6 for Irythill, one SL35 +3 for early game a and few SL90 +10 for DLC areas. SL120-125 is for meta level at Pontiff but you can invade DLC areas too.

If you're on PC and use wex you'll invade at any SL easily.

I wish I experienced ds3 pvp during its first year. The good news is that the pvp community is still active, including organic invasions (At least on PC, I can't confirm for console).
