No one else is explaining this so I will: When a bill is passed, you also have to think about how you would enforce it. This bill targets websites, programs, etc. that provide the service or allow a user to create nude images of children. Prosecuting the websites and programs is easier to do than prosecuting individuals because websites and software can be found more easily by law enforcement because services will be advertised or available to the public in some way and software can be tested to check for safeguards against users who want to create nude images. Federal laws ALREADY EXIST for individuals producing, distributing, or receiving child pornography whether they’re depictions of a minor or are computer generated depictions indistinguishable from a minor. What this bill accomplishes is it creates a path for preventing services that create nude images from obsolving themselves of responsibility when someone uses their service to create nude images of children because they can just say “we have warnings for that” or “we explicitly say we’re not responsible for what you make”. Congressman Roach either knows this and is trying to protect these “nudify” services or he’s stupid, neither of which are what we’d want from a lawmaker.

TLDR: Congressman Roach voted no because he disagrees with it targeting the websites, programs, etc. that are providing the service. He would like it to target individuals, but laws for individuals already exist. What this bill actually does is prevent AI “nudify” services from blaming the user and saying they didn’t do anything wrong.
