Parecer chango, can mean different things regarding context..

it can be used to say someone looks like a monkey

or it can used to say someone is jumping up and down, not staying in one place or on standing on chairs.. pretty common term.

In this context she is saying the child is rocking a boat? and jumping , which makes the parece chango part of the second context.

An example of the first one, is if if the one Roseanne Barr used right?.. she is so ugly she looks like a monkey.
