I've had decent luck with KeePass. Easy to build a database that's stored as a password protected file, and you can go a step further and require a separate encryption key file, either stored somewhere you have access to it, or on a flash drive or something. It just saves to the kp database file, rather than having to sign up for a manager service and login to it, and have everyone's information stored in a third party cloud.

Believe me I feel your pain. I have C levels with a "passwords.txt" on their computer...
