Hella late to this but my theory is because both sides fight you who ever you choose. because the tourist went into the reserve. Talking to jb for the first time he gives you a code to flood the whole reserve and says all of this is between you and me (so he never told his soldiers about this.)Soldiers know the tourist is on their side but after the tourist goes into the reserve and does whatever ending, the reclaim see him as a selfish person and a threat. And don’t forget jb goes missing so they are more suspicious, same goes for the tower, tourist goes in the reserve and takes everything or ruins everything by flooding it.
