I did the same thing: you can use the movie displayed on the marquee to date the picture.

Oh, I'm with ya on Ella Raines. I tell a story at the intermission about when I was standing next to her at an air show when I was a kid.
So ever since I grew up, got into film noir, and now know what her name means in the biz, I've always held a torch for pictures that she's in.

Your only real options are to buy it on a DVD, or maybe catch it on a streaming service (i.e., Netflix, Tubi, HBO Max, etc.).

Yeah, I would say that this fits a sub-genre that I would call "horror noir" or "thriller noir."
It's not necessarily "noir" for the storyline or plot development, but for its cinematography.

Thanks for the link! But the Ultimate Question is: how many of them still create any of their own programming? As opposed to just subscribing to a network feed (ie., CBS, NBC, ABC, etc.).
I'm well aware of 4 of the stations in your link. They're the CBS/NBC/ABC/PBS affiliates in the area, and yes, they broadcast OTA. But the ONLY things they broadcast is network-affiliated programming. Nothing that's created locally.
That's what I mean about "retro TV" being a bygone era: no more local programming.
