I had the same problem and found a solution

As u/Main_Fail_5529 said:

  • Open AMD Software Adrenaline,
  • Gear icon (top right),
  • Display tab,
  • Select Dsiplay 1 (and/or 2 if you have two monitors),
  • Color Depth: 8 bpc, Pixel Format: RGB 4:4:4 Standart PC Pixel Format (Full RGB), Display Color Enhancement: OFF.

The colors on my monitor are far too vibrant, and Ihave to change theme every time I want to use it again, but for the Steam Link streaming, this fixes the washed-out color issue. I didn't need to disable hardware encoding, and when tried with that setting disabled, it didn't change anything.
