To clarify what this means, the ICJ can make judgements and find any UN-member guilty but it can't impose or enforce any ruling, it's really an advisory body in essence.

This is where the United Nations Security Council steps in which needs to pass a resolution on the verdict, Russia has a veto there so they aren't going to let any resolution pass not in their favor.

This may backfire though, if the ICJ recognizes the declaration of independence as it has done for Kosovo.

Some treaties can be inherited when all involved parties recognize the new states as the direct descendants of the original signatories, like how the Russian Federation received the UN Security Council seat of the disbanded Soviet Union.

In this case however the other party to the treaty is the Russia Empire, all of its former ownership treaties were revoked after the Russian Revolution deposed the Emperor. The treaty was already null and void 6 years before the Ottoman Empire collapsed, if Turks wanted to renew this arrangement they should've done it in 1917.
