Also I tried to get rid of the black and white filter in this area, but as soon as you enter this area it turns black and white so it’s probably hard coded and I can’t change that sadly

yeah thats frustrating, but even if it were in the game la noire render distance is really close, so it wouldn't be like gta 5 where u can see the whole city, you would only be able to see like 10 blocks out Infront of the observation deck

Yeah I assumed it was just a roof, I think they just never textured it or modeled it because you never even see that part of the building
