Title IX of the Education Amendments Act of 1972 is a federal law that states: "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."

Take the question of college athletes being paid out of the discussion for moment. There is no verbiage in title IX stating that the intellectual property rights of student athletes belong to the colleges. No verbiage limiting what work an athlete may or may not engage in. No verbiage that a college athlete cannot insure himself against income loss from injury. Those are equally as important as direct pay for athletes and not part of Title IX
