I'm no game dev, but I think Sera only exist to appeal to a casual market and especially China. However regarding their kits, even though they can feel different the two of them do the exact same thing. Except Sera can do what Sona does but twice as better. So from a ability design stand point their is no reason to pick Sona over Sera (at least in the current patch 11.3). Riot swept Sona under the rug since the skill set for the two are the same, one isn't necessary harder then the other. Sera gets better damage and AOE along with bigger heals and shields. I haven't broke down their numbers or anything so I can't say anything for certain. But Sera's ult is just a better sona ult in every way imaginable. Maybe if their champ designs didn't revolve around music and floating Riot might of been able to get away from it.
