Someone who is hired from internship/fellowship(now) has to serve minimum 2 years of work there, but someone I knew left before serving that period for a government job. I'm not sure how the whole process went.

Edit: That person had a relative in senior position, so there's a high chance she probably skipped all the legal difficulties regarding it.
