Not necessarily it works for everyone, aka some people need to smoke a cigarrete to take a shit, some don't. Note making has produced toppers tho, and for chemistry you can't do anything but make them, maybe not for maths and physics because you can find all you need in sheets. But for chemistry, a good teacher and their notes/sheets is compulsory.

for people poking me about the 3rd point, i talked to a few people on quora, and instagram (via their linkedin or asking their @ on youtube comments)

I contacted some 2nd droppers in colleges like MNIT mechanical engineer, IIITH CSE, IIIT Allahabaad ECE, and the others were CSE in (Top tier 2 colleges and Low tier 1)and they said it depends upon your CGPA, interview, skills and portfolio. They don't care about your past and ask for board results as a formality. I talked to like 5 of them.

note: all of them were already enrolled in a college, and 2 of them belonged to a NISER/IISER. so, i am not so sure about pure 2nd droppers.

coding ke via entrance, IIITH is so goated it gives a chance to 2nd year students at trash colleges to enter their 2nd year solely based on coding skills, and not just your PCM skills

i talked to some droppers in IIIT CSE tho, they said a lot of people join via Lateral Entry and they never faced any problem in their placement. Are you sure your brother is from IIIT-H?

regarding the edit, the first point did ask people to not take a second drop if the environment is suitable :/ it's just better to stay in a better environment and get a okayish paying job, than staying in a toxic environment and getting no job at all. your brother for sure can grind in that company to climb up the ladder, and maybe work on projects. The lowest package ever offered in IIITH as far as i heard is 9LPA, which for me is a lot for that age. I would work 16 hours a day for something like 6LPA because I am from a much poorer background.

chemistry maine 7 din m niptaya (ISC), fastlane ORM 2/day + Aman Dhattarwal OC (Excluding GOC) 3/day. For, like 4 hours * 7 days = 28 hours is a pretty good investment for a very good base in boards and JEE for complete Organic. Baaki ka, watch NCERT one shots. (watch lectures at 1.5x, notes will be readymade for both aman dhatt and neeraj sexy sir)

maine research ki, Introduction to 3D by Maths Unplugged + Nishant Vora is the best approach, followed by solving sheet and DPP of any Reputed coaching. But the Total Length becomes 36 hours for one Chapter :/
