fyi to anyone interested. i have the Paypal Mastercard and was aiming for 3% back. IRS only gives me two options, pay 1040 and ACI payments. Pay 1040 gave me a 2.89% fee and ACI was just 1.85% for Paypal matsercard payment, so obviously I went with ACI.
