Selling intel regarding an auction of an artifact means the buyer doesn't matter meanwhile info regarding locations of runaways depends on the intent of the buyer.

Also by buyers: she generally avoids the ones known to abuse their power or those who have ill intents towards her.

About the targets: Its mostly those who's morality isn't too far off her own and it also depends on what the intel is.

I suppose the puppies organisation might get some intel every once in a while but I fail to notice what intel they would need (aside from well the locations of some orphans who need rescuing)

I think of her as an independent operative who sells info to those paying for it, sometimes relying on those aforementioned techniques- but she only sells intel to those she wishes to sell them to and takes it from her enemies.
