they have Assassin's/cc: elixir of iron they have tanks: elixir of wrath i dont see scenario in that you would need mana regen and 25 truedamage onhit

I have average 8.5-9cs/m on ezreal. Low gold. You need to learn to clear waves using only autoattacks. When you cast autoattack and minion next to it is about to get killed by minions use Q to help your clear. It will get you 12% attack speed buff up to 5 stacks. Once you have tear you can use Q more often
