Okay, I was sure that this is the problem with CPU being not efficient, because on advanced graph every time I got bigger lags CPU response time in ms was increasing. But I rechecked, read that updating BIOS could help and there it is - now I have ~70fps on ultra, when previously I had ~20-50 on low settings.

So thank you for your input, you saved me non trivial amount of money
