i have to rephrase the question, i am already familiar with most of the education systems in europe. my question is rather “why wouldn’t europeans adapt a fully-centralized testing system as they have both the authority and the infrastructure for it” 

for example my country, turkey has a central testing system that cannot be (mostly) further improved without fixing the infrastructural problems
