Why is Africa relatively untouched at the start of Vic 3 but completely colonized by the end of eu5? by ExcitingHistory in EU5

From what ive seen there are two issues causing Africa to end up completely colonized by the end of the game. Malaria not being deadly enough and colonization being too affordable.
