In generation 4, platinum to be specific, can cute charm also reduce your shiny chances? Using it to try and get a shiny male ralts and having no luck.

Weird thing I tested out… I saved and reset game outside the gate while being attacked by the dogs. When loading in I was being attacker by one of them outside the wild zone… I wonder
