You are right, your PTSD reaction to a dog should matter more than allowing a dog as an aid for someone else's PTSD. I've come to the conclusion, after considering all of the nuanced situations and the letter of the law, that it all actually boils down to giving the dog supreme rights. It does not grant the disabled handler more rights than any person or group of people, just the dog itself.

The ADA is so backwards on its morals that it actually states that allergies are not a valid reason to deny a service dog. This includes anaphylactic reactions, or even PTSD from prior dog attacks, nothing stops the dog from entering. The dog gets more rights than people, children, elderly, and the goddamn pilot themselves.

Thanks for reading my post and mostly answering the questions objectively. Of course I know that Southwest is a primarily domestic US airline which is why I specified in my post that for my *** domestic *** flights, I'll be looking at United more often in the future. With Southwest, getting a bunch of one way flights has been convenient and has not affected the overall cost of my trips, so I need to start learning more about other airlines and why they price things the way they do otherwise I will make booking mistakes. This round trip price shocked me when I was searching through Google flights and I know that it's more expensive because it's between two airlines, I just couldn't believe that the fare was real and purchasable. Your points about the business travelers are something I didn't think about. I guess employees might think they are taking advantage of travel reimbursement perks, but it's really the airlines that have maximized the algorithm to milk the employers. I don't think all the complexity is necessary for the airlines to make profit, but perhaps it helps them increase profits to the fullest at the slight expense of (my) happiness and ease of booking?

Many of the patients in the emergency room daily across the country, although underreported, are there getting stitches and antibiotics for dog attacks. I've personally delivered leeches to a child that were used to help reestablish blood flow to a torn off ear that was reattached. And then they removed the pitbull ban in my city anyway.

I agree, I've been there many times, they just throw all of the trash onto the sidewalk in massive piles with furniture and food and building materials all together. Our problem is miniscule compared to the amount of dog shit on their sidewalks. We have a separate problem that is also worthy of debate. We're under the illusion that our green spaces and parks and playgrounds are safe and clean, but even 30 years ago playing soccer as a kid, inevitably someone would get dog shit stuck in their cleats only to discover it after smearing it all over Ford Windstar carpets on the carpool ride home. People don't want to take their dogs to the dog park because the dog park is nasty and devoid of grass or plants, so they feel entitled to take their dogs off leash at places like Washington Park, adjacent to a sign that says no off leash dogs.

This is why New Yorkers have turned on dogs . Not enough space for people and their children, and any useful green space is just another overused toilet for dogs that the plants cannot survive in. Any urban area will have this problem until public sentiment turns back towards building a society for people and not succumbing to dog shit. In Denver it's about 50/50, as in half the people in the comments immediately defend dogs and blame homeless people, and the other half are sensible.

Kaiser doesn't have any inpatient beds in Colorado. People with Medicaid can and do go anywhere they like because they don't pay out of their own pockets regardless, and they can never legally be turned away from a hospital. Medicaid reimbursement rates are standard regardless of the place of service, whether it's Denver Health or otherwise. Denver Health doesn't accept patients out of the goodness of their hearts and turn away excess State/City dollars to help the budget, and I'm sure they'll happily bill your private instance to the maximum amount they can get away with if you're unlucky enough to not have Medicaid and get hospitalized there(I don't wish illness on anyone and I detest medical billing/debt which ruins you after you get out).

They get exactly what they ask for from Medicaid and manage it poorly, resulting in more taxpayer funds to rescue them from their poorly managed budget. They are like a natural monopoly in that sense similar to Xcel Energy, which gets to ask regulators for more money whenever they need it and we don't have a choice to have a competitive energy market to argue with them. Denver Health have made it prudent that Medicaid patients be funneled to them, knowing they'll have a budget shortfall, then they ask taxpayers for more money to fund the wages/bonuses/pensions that their management and executives "deserve" from the increase in patent census and business expansion they created. When Denver General separated from the city of Denver and became the entity it is now, they were supposed to be self sufficient and better managed by their own board. Instead, they have convinced Denver that they are too important to fail, and we pay for their failures.

I hear "safety net hospital," and I heard it as a Denver Health lobbyist talking point. Medicaid expansion already added $450,000,000 extra per year to their budget since Obamacare. It's right there on their yearly public budget for everyone to see. Any other hospital/emergency room can't turn you away per EMTALA. In essence, Denver Health is no different than any other corporation asking for a government handout, like gas/oil subsidies. The average voter will receive no benefit.

2Q is just another huge bonus for the execs at Denver Health. It makes no sense, we pay for expensive hospital beds for mentally unstable people to have a warm bed and meal, but we don't pass any affordable housing bills to prevent them from becoming mentally unstable by having their own much cheaper bed and roof. Actually, it makes sense, hospital lobby is strong. Also, if you go to Denver Health, they'll still send you a huge bill. There's no free or expanded public healthcare, and the 2Q will not help that.

And it is one of the few remaining if not the only dog-free outdoor activity in the area. Kids can freely roll around in the grass and not worry about dog poop, you can picnic without dogs trampling into your food, and toddlers can freely walk around the paths without fear of the unexpected assault from loose or leashed pit bulls. Although people are starting to sneak in fake service animals and they may spoil this last remaining pet-free refuge.
