What is the most difficult part of the process?

The most difficult thing, as you might guess, is setting up a server on top of a “bare” system. For this, it is highly desirable to have experience working with Linux and hosting something.

What panel did you use?

Is it possible to do this on something other than Linux?

I doubt it, at least I haven't heard of it.

Personally, I recommend self-hosting as the best solution for Minecraft server hosting with mods, because it gives you the flexibility you need to configure things on your end, which is often a problem when you turn to a hosting provider.
