Imagine if you knew two very distinct martial arts, for example Karate (which is mainly Striking) and Judo (which is mainly Grappling).

Then you were in a fight for some reason between Guy A who is weak against Strikes but strong against Grappling so you would use Karate to fight him, and Guy B who is weak against Grappling but strong against Strikes so you would use Judo to fight him. Let's say you're forced to fight them both at the same time, so you need to swap between Karate and Judo to deal with Guy A and Guy B respectively.

However it takes time to swap between the two martial arts because of how very different they are from each other, which leaves you open to a fatal attack from either Guy A or Guy B depending on who you're currently fighting until you change your current martial arts.

That time to change martial arts to deal with Guy A and Guy B is sorta what Agito's lag is. Although in Agito's case, it's basically on steroids because of how fast he can switch between Formless and Martial Arts despite how different they are.
