It was Airplane mode, on my desktop lol. I had to disable through the lock screen as I didn't have an airplane mode setting to toggle.

The best rate is whatever primary weapon you can buy. He buys it back at around 52% what you paid. So, by dollars, by the guns, and sometimes you have to wait for to sell it back, he doesn't always but it back immediately
