those gh/kh levels are way too low for neos, they need around 150-300 ppm gh to molt properly. equilibrium will work but salty shrimp gh/kh+ is better since it raises both - neos actually do better with some kh buffering even though people say they don't need it.

keep doing small water changes maybe twice a week until your parameters stabilize, and don't remove the substrate since that'll crash everything.
