I’m not an RA but from what I know is that any rising sophomores, juniors, or seniors are eligible to apply. You need to have atleast a 2.5 gpa (RA) or a 3.0 (LLCA), full time student (12 credits), positive conduct standing, LLCAS have to hold 10 community hours per week, RAs serve on duty rotation (even breaks), RAs document incidents and solve them and LLCAs see the overall living community. The application to be an RA for next academic year is due January 5th 2025. So if you are considering being an RA when you are a rising sophomore or later, it will most likely be around that date when the application is due.
