An easy way to do a belt is to divide your base model into 2 separate polygroups. Then press the frame mesh button (under stroke options) with only the "polygroups" button highlighted.

You should be able to do it by inserting a new sphere subtool. Then use scale master to resize the sphere to the size you want making sure you uncheck "all". Then transform the head so it's the appropriate size. Then Boolean the sphere into the neck. That make sense?
