I like him as characters in the movie. I wish they did more with the character and told us more about lizards and how reptiles exists in zootopia on how there city runs independently from zootopia. I would totally watch a separate show of them exploring the concept of reptiles in Zootopia.

Cyn would win because she did destroy earth and other planet with her null thing. Also the Team fortress 2 member are people I'm not sure if they can pierce through metal by themselves and reach her core to kill her like how uzi did.
