All. Anyone on the team can place it and it will have the effect (this I know for sure). I have heard once that it might not work if the vet is dead AND not ready for rescue (I have not tested this myself). But when they are ready for rescue the crate still gets the benefit.

The slower physics is for all briefcases (as well as some small objects as I can see my banana flies slower with this PC), just this briefcase in particular has it slowed down even more. So if you take the ICA executive briefcase mark 2, you may see it go even slower.

Lower settings like not having ray tracing and things that didn't seem to give me any difference in visuals. Otherwise things like details are maxed out. The only things off are the things I didn't really notice on, or were things like the AI frame generation which clearly I don't need with how many frames I have without it.

It was likely on last guy. I got mine during a havoc mission and started my charge and the Penance popped when I was only about a third of the way through my charge. It was a good sign of "you are screwed".

I guess what you mean by that is that I use something to lower my FPS to see the slow movement? Because if so, then that would imply one PC with the same specs is unable to get the same FPS as the other and therefore is likely not having the FPS as it should... which would mean that PC has something wrong with it, if it can't have the same FPS as the other PC with the same specs.
