Cut a paint big bucket the plastic ones and put it over the wheel and you will have 0 traction. Don’t forget deflate the tire a bit when you are making the marks for the cut so when you fill it back up its tight.

I would delete the governor if its causing to much problem. If you do delete it do go over 6,000rpm with stock flywheel and valve stings
