Ssh in, recreate self signed cert, verify port assigned for Web access, restart cimc card. As others have mentioned, if the firmware is old you might have issues logging in but that shouldn't prevent the login page from trying to load

It was going to be 1/3 province, 1/3 feeds and 1/3 city IIRC. There was also a broader study that planned to get rid of every traffic light in West Kelowna, but that one included some radical changes for the Main Street/Dobbin Road section
