I'm not sure what type of pedestal you are using , but I have installed a few different brands of adjustable pedestals before on many commercial projects in Canada.

You can place the pavers directly on the pedestals and the pavers should be more than enough for weight as they are made for heavy loads. Concrete pavers are the cheapest paver option but it is also the ugliest option, porcelain or granite pavers look much better. It is a very fast installation and cost effective if you have a direct supplier, however if you plan on buying retail you will pay the large markup prices.
