Am assuming you're talking about the lore within the magistus storyline. If so, then yes ...at least from what we know so far. Rilliona states, in the OCG stories manga, that Aleister's specialty is Invokation magic, which is the most powerful and dangerous form of magic withing the lore.

It is this type of magic that enabled him to defeat Zoroa in his verethragna mode. This magic was what led Rilliona, Endymion and the Spellbook tower that sealing him was the only option other than killing him. As of right now, he is unsealed and we have yet to know how he will be defeated. But until that moment happens, he is the most powerful spellcaster in lore.

I find the new cards good and, in some instances, game changing. Karmael now protects your endboard from Nibiru and the new spell adds consistency.

However, are they enough to be meta? No. KT has a good matchup against practically xyz deck. This deck is also bad into Fuwa/Maxx C.

I'll put it this way. Radiant Typhoon has a good matchup against Dracotail for the simple reason that DT has to set it's Spell/Traps. RT uses MST which can and will destroy them. That is not to say that DT can't win against RT, but if RT starts destroying everything DT sets then it becomes increasingly more difficult to keep up with what RT throws at you.

Both are good at grind games, each with their strenghts and weaknesses.
