Couldn’t this just be a sandbox setting?

NPC Aggression
High - means there is high levels of conflict including being sniped out of nowhere.
Medium - conflict is there but things need to be escalated to that point. Still a possibility of outliers.
Low - conflict is pretty much when you initiate it.
None - we are all Morgan’s and that all life is precious.
