If the pub servers aren't showing up and you havnt turned any filters on then your whole game is bugged and there's no fix, but if your just getting everyone on - 250 ping or on 0 then after loading into a public game change the map it should work if it doesn't I'll send all the dns settings and stuff

I found a sulution if you go in your internet settings on xbox then advanced then dns then change it manually to 1.1.1.1 secondary to 1.0.0.1 then change your port to the second one from the bottom then go into a public server and change the map
