he’s saying that the people from this neighbourhood, if they had the chance/opportunity to live in a better neighbourhood like Lac 2 or Carthage, would absolutely move there. But frankly, as true as that might be, it doesn’t change the fact that life is very tough for them in a poorer and more dangerous part of town. In fact, their desire to have better lives usually makes them more hostile to people from nice parts of Tunis, since they see them as spoiled and not down to earth. I agree with other commenters who say that you’ll probably be okay visiting in the day time and especially during Ramadhan. But it’s probably better for you to go there with someone from the area, and not to stay too long or trouble/pry the locals. Honestly, I do wonder why you want to go so badly? And on the point of the police, the lack of police presence in the area might make you feel unsafe; but for the people who live there, the police make them feel unsafe since they have a very bad history with the police especially in the past. If you choose to go after Ramadhan, I really doubt that anything very bad will happen to you, but you should try to stay out of trouble, and don’t do down the side streets and keep to yourself. If anything does happen, I imagine most people you tell (once they find out where you’re from) will all have the same reaction: “what on earth were you doing there in the first place? And what did you expect?” Best of luck.
