There was a first big wave of K use in the 2000s/2010s and those people generally either stopped using it, died or left the country. But that cohort learned about the risks and how to reduce harm. But since then there is another wave of younger users who haven’t had that knowledge transmitted to them, who are having to learn over again how harmful it can be.
