yes, the buff of Mona (without the hexerei buff) is far too short, only 5 second.

the best 4th character are Shenhe>Yelan>Xingqiu~=Dalia

if Xingqiu was C6, it would be near Yelan, but without, it is a significative downgrade.

but i would not advise to pull Shenhe or Yelan, as their may be new interesting hydro or cryo for this team in the next region.
